This page describes the methods and logic of the processing of personal data of users who consult and use the site: https://partecipo.prato.it (hereinafter "ParteciPO").
This is an information notice pursuant to art. 13 Regulation (EU) 2016/679 (hereinafter "EU Regulation") and the Italian legislation in force for the protection of personal data, Legislative Decree 196/2003 and subsequent amendments, in particular those introduced by Legislative Decree no. 101/2018.
The purpose of this information is to explain the reasons why users' personal data are collected and processed, what use is made of the information obtained and what are the rights of users in this regard.

The following are the particularities concerning the specific processing of data relating to the participatory platform
Legal basis and purpose of the processing
The Municipality of Prato, as owner, promotes the ParteciPO platform with the aim of strengthening the use of public consultations with telematic tools to improve the quality and transparency of public decisions.
The data is processed in accordance with the article. 9 of the legislative decree 7 March 2005, n. 82 (Digital Administration Code - CAD) bearing. Electronic democratic participation which provides that public administrations "[...] favor all forms of use of new technologies to promote greater participation of citizens, including those residing abroad, in the democratic process and to facilitate the exercise of political and civil rights and improve the quality of its acts, also through the use, where foreseen and within the resources available under current legislation, of forms of preventive consultation by electronic means on the draft acts to be adopted ".
The data provided freely and voluntarily by users through the ParteciPO platform is acquired and processed in compliance with the rules established by the EU Regulation and used exclusively for the purposes listed above. The Municipality of Prato undertakes to respect and protect the personal data provided by users who access and consult the ParteciPO platform in compliance with the provisions of the law aimed at guaranteeing the security, accuracy, updating and relevance of the data with respect to the purposes declared.
User data is disclosed to third parties only if this is strictly necessary and functional for this purpose, in compliance with European and national provisions.
Methods of processing
Personal data is processed with electronic tools for the time strictly necessary to achieve the purposes for which it was collected.
For the consultations that take place on ParteciPO, the contents entered by the user and signed with a pseudonym are published for the time strictly necessary to carry out the consultation and until the closure of the same subsequently only the reports on the results in aggregate and anonymous form are published on ParteciPO.
The processing of user data connected to the use of the ParteciPO platform is handled, using electronic tools and after the adoption of appropriate security measures, by authorized personnel.
Type of data processed
Users can browse the ParteciPO platform freely and anonymously, consulting the contents of the site, active and concluded consultations.
In order to actively participate in a consultation with actions such as creating a proposal, filling out a questionnaire, adding a comment to a text or a proposal, it is necessary to create a user profile by registering on ParteciPO.
Data provided voluntarily
Registration by users is essential to allow active participation in the consultations that take place on the ParteciPO platform. For registration, users provide the following information:
- Pseudonym
- Nickname
- password
When registering on ParteciPO, for the purposes of protecting personal data, it is possible to adopt a pseudonym that does not allow the identification of the user.
The user must take care not to include personal data among the contents published on ParteciPO, for example in the proposals and comments, since such contents will be published and may be visible by all, as received and will be subjected, if necessary, only to an a posteriori moderation. Furthermore, the content sent cannot be modified or deleted (except with the intervention of a moderator)
However, ParteciPO allows users who do not want their contributions to be published to send them to a specially provided e-mail address.
All personal data provided by users through the ParteciPO platform will be processed lawfully and fairly in order to provide the requested services and in accordance with the purposes of the processing set out in the paragraph Legal basis and purpose of the processing.
Navigation data
The computer systems and software procedures used to operate ParteciPO acquire, during their normal operation, some personal data whose transmission is implicit in the use of Internet communication protocols.
This category of data includes the IP addresses or domain names of the computers used by users who connect to the site, the URI (Uniform Resource Identifier) addresses of the requested resources, the time of the request, the method used to submit the request to the server, the size of the file obtained in response, the numerical code indicating the status of the response given by the server (successful, error, etc.) and other parameters relating to the operating system and the user's IT environment. The navigation data is acquired not for the purpose of identifying users, but for the sole purpose of collecting, anonymously, statistical information on the use of the site and its services.
Cookies
Cookies are small text files that the ParteciPO platform sends to the User's terminal while browsing the site. Cookies are stored by the browser automatically, and are then retransmitted to the same site on the next visit.
Browsing on ParteciPO, you will be asked, if necessary, to express informed consent to the installation of the following cookies on the device:
- technical session cookies: they are used to allow the ParteciPO platform to function properly and are not instrumental to the collection of the user's personal identification data. For their installation it is not necessary to request the consent of the User, but the latter may still decide to deactivate them at any time. Please note that failure to install technical cookies could lead to malfunctions or slowdowns in navigation. Cookies are stored only until the end of the browsing session and are deleted when the browser is closed;
- technical cookie: it is used to record any consent given to the installation of analytics or third-party cookies;
- third-party analytics cookies: they are used to collect information, in aggregate form, on the number of Users and on how they visit ParteciPO. For this purpose, the site may use the Google Analytics service, provided free of charge by Google Inc., which allows you to measure how Users interact with the contents of the site. It should be noted that the data is collected for the sole purpose of processing anonymous statistical information on the use of ParteciPO and to verify its correct functioning; they are not used for the operation of services aimed at sending the user, during navigation, advertising messages in line with the browsing preferences.
