Terms and Conditions of Use
This page describes the conditions of use that must be accepted, at the time of registration, by the users (hereinafter "users") of the ParteciPO platform
Preamble
The Municipality of Prato manages the ParteciPO platform with the aim of improving the quality and transparency of public decisions through the involvement of citizens, businesses and trade associations according to the practice of online consultation, as required by Art. 9. Electronic democratic participation of the Digital Administration Code (CAD).
The methods of data processing are described in the Privacy policy
Data provided voluntarily
The optional, explicit and voluntary sending of messages to the contact addresses published on ParteciPO involves the acquisition of the sender's contact data, necessary to respond to User communications, as well as any personal data included in the communications.
General aspects of participation on ParteciPO
Participants can access and browse ParteciPO freely and anonymously. To actively participate in the consultations that take place on the platform, you must be registered and have accepted the Terms and Conditions of Use and have read the privacy policy.
User registration involves entering the following information:
- Pseudonym: user identification on ParteciPO. This is the "public" name that will appear in the signature of the user's published contributions on ParteciPO and which will be visible to all surfers, even those not registered on the platform. It is possible to use an invented name if you intend to protect privacy;
- nickname: user identification used by the system;
- email: not visible to other users, but used by the system to send notifications relating to the content published on ParteciPO;
- password;
At any time, the user can:
- Paccess and modify the personal data available in the profile;
- view your personal data stored on ParteciPO;
- request the cancellation of your account;
In the section relating to the user account, you can customize the following settings:
- lNotification settings: configuring notifications,
- Authorization check: display of the active authorizations for the user if restricted access consultations are active.
- My data: request to send your data stored on ParteciPO via email (csv format).
- Cancel your account: request for immediate cancellation of your account. Any content created will be stored and attributed to the 'Deleted User' user
In the My profile section (accessible by clicking on username) the user can view their activities and consultations below.
eContent submitted by users
Users can send their contributions to the online consultations that take place on the ParteciPO platform:
- sending proposals
- commenting on proposals
- by answering questionnaires
The proposals component allows a user to create a proposal using a creation wizard, compare it with existing ones, publish it on the platform. This component also allows to assign categories defined by the editorial staff to the proposals.
The proposals entered are visible to all users.
The comments component allows users to enter comments on proposals and texts and reply to comments from other users.
When a comment is entered, the user has the opportunity to declare whether his position is favorable, contrary or neutral with respect to the content of the comment. By default, if the user does not make any choice, the comment is considered neutral.
Users have the opportunity to express their liking on comments posted by other users. The satisfaction of a particular comment is represented with an aggregate numeric data that cannot be traced back to the users who have declared their preference.
The comments entered are visible to all users.
The questionnaires component allows participation by answering closed or open questions.
The participation of a user in the questionnaires is not visible to other users. The data relating to the answers provided by users are visible only to those who manage the consultation. For each questionnaire it is possible to provide a specific Privacy policy that must be accepted by the user when completing the questionnaire.
The commentable texts component allows users to contribute to the reworking of a text by inserting specific comments associated with different paragraphs in the text with proposals for changes and additions. The comments entered are visible to all users.
On ParteciPO, in order to limit the dissemination of personal data voluntarily provided by users, appropriate technical measures are implemented to limit the indexing by search engines only to the pages for the presentation of the consultations.
The contributions sent by users in the various consultations will be made available until the closing of the same.
Users undertake not to publish content on the Participant platform that:
- ado not answer the truth;
- are defamatory, obscene, pornographic, abusive, or are - for whatever reason - illegal;
- violate the confidentiality of third parties or the secrecy of information and documents which by law must remain confidential;
- have an aggressive, violent or discriminatory nature.
The user who publishes content on ParteciPO is individually responsible for such a content. Once published, the contents cannot be modified by any user.
There is no prior moderation of the content posted by users, so the contributions provided are immediately made available within ParteciPO without prior evaluation.
The managers of the consultations in any case reserve the right to delete, move, modify at their discretion the contents that appear abusive, defamatory, obscene or harmful to the rights of third parties.
In case of violation of these conditions, the Municipality of Prato reserves the right to remove from the publication the contents in which the violations are present.
In active consultations on ParticiPO, the possibility is always provided for users who wish to keep their contribution confidential to send it via an email address that is made available on the presentation page of each consultation.
sUse of the Site and downloads
The Municipality of Prato constantly strives to ensure the quality of the information published on the ParticiPO platform, as well as its integrity, updating, completeness, timeliness, ease of consultation and accessibility.

In no case can the Municipality of Prato be held responsible for damages of any nature caused directly or indirectly by accessing the site, by the inability or impossibility of accessing it.
Furthermore, the Municipality of Prato cannot be held responsible in any way for the connectivity services used by Users to access the ParticiPO platform.
The documents on the ParteciPO platform, such as reports, data, images, unless otherwise indicated, are free of charge and can freely be downloaded, otherwise a notice is produced as a prerequisite for their use.
Access to external linked sites
Links to external sites, indicated on ParteciPO, are provided as a simple service to users, with the exclusion of any responsibility for the correctness and completeness of the set of links indicated.
The indication of the links does not imply any kind of approval or sharing of responsibility by the Municipality of Prato in relation to the legitimacy, completeness and correctness of the information contained in the sites indicated.
Changes to these Terms and Conditions of Use
These Terms and Conditions of Use are subject to updates in compliance with legal or regulatory provisions. These Terms and Conditions of Use were last updated on June 11th 2021, any further changes to the information reported will be notified to all registered users and their acceptance will be requested at the first new access to ParteciPO.
